when publishing an article to en.wiki, there is no option to publish the article to the draft namespace. why is this?

Of course there is. Either click the gear icon next to the publish button and change the target to Draft, or change the title manually. Doesn't it work?

For now, you can manually type "Draft:" before the title. Sorry about the inconvenience.
