Can begin with simpliest step : global use of templates / template translation using Mediawiki translation tool.

Global use is currently impossible, as I've already written in replies to your comments in a few other places. First, the technology for cross-wiki transclusion must be developed, and there must be a repository to store the templates' code.

This is great! Volunteers will be needed when the infrastructure becomes available.

Even though it's early for this, I've already started writing a draft transition plan: Global templates/Transition. Your comments about it are very welcome.

Also, huge thanks for writing the translation for the very long document!

I think it can begin as Lingua Libre, in Wikimania. A demonstration needed.
