Red link is red as there is no page like this on MediaWiki wiki. Translators have free choice to leave it as is or point it to their Wikipedia Special page. I tried to fix both issues underneath.

Translators translate the contents. I dont think they have a power of decision to direct here or there. Directive must be encoded in the original ENglish page as elsewhere.
