Templates are used to structure the references content. The problem is that templates are independent on each wiki. So for transferring a template across two different languages, Content translation has to (a) find the equivalent template and (b) find the equivalent parameters between the templates in each language to copy the information.

For example in this case, the Cite Journal template is missing templateData. TemplateData captures metadata about the template parameters. For Content translation to work in this case, you need to fill the templateData information ("Manage template data" option after editing the template) for the Ukrainian template, describe the parameters and include an alias with the Russian name for those parameters that have a different name so that Content translation can find the mapping.

We work for mapping templates automatically as much as possible, but without metadata there is not much we can do. For the cases not supported we are working to flag them better in the tool, surface incomplete information, avoid confusing previews, and improving documentation in general.
