From few days i could not publish artcles in santali wikipedia, it always showing Your translation cannot be published because it contains too much unmodified machine-translated text ... even i have translated them all.

You did not reach the required 500 edits in the English Wikipedia. Try to publish as personal draft, using the gear-button, next to publish button.
am working in santali wikipedia and also just tried as your suggestion but having same problem as before.
I described a problem, that occurs when translating form SAT to EN Wikipedia. Is this Your way, to translate to English?
am translating from EN to SAT and from OR (oriya) to SAT (santali).
Keep in mind: You need to have 500 edits to publish to the English Wikipedia due a common restriction.

The issue you describe may be the one captured in this ticket, where contents typed by the user are counted as automatic translation. A fix for this has been already developed, and it will be visible in the tool at the end of this week.
