A bot creating an 'import request' before translating from English Wikipedia to German Wikipedia can begin????

Hi, one of our students on the Translation Studies MSc at the University of Edinburgh has encountered an odd problem in that before she could begin to translate an article from English Wikipedia to German Wikipedia, she was told an 'import request' had to be filled out and approved.

Is this a new thing been added in and is it just for articles going from EnWiki to Dewiki?

If the article is not listet in w:de:WP:Importwünsche and there is no Englisch copy to the revision history (Versionsgeschichte), have the article an entry in w:de:WP:Importwünsche by clicking the blue button "Neuen Importwunsch anlegen". This procedure orders an administrator or a privileged user with the article import rights to copy the revision history from the source article to meet the requirements of the here used and Creative Commons license showing each editor individual contributions.
