Why should Template:Languages remain on a page when there are no translations for that page? It seems to me that it would promote the wrong kind of translations, which requires more work to convert. (Special:Diff/2323864/2335975)

Edit: Besides, the page already contained a <languages /> tag.

You wrote "Don't use Template:Languages and Translate markup on the same page" in edit summary, but <languages/> does not work before marking the page for translation.
