Has been doing it at least since yesterday, probably for long. See here and here for examples of the corrections that had to be made, so that the image file remains accessible from Wikipedia. I

This is specially problematic, as by blocking the link to Commons, it does not respect the copyright of the authors of the images hosted on Commons.

This has been fixed in the code already, and once the review and deployment cycles are completed, the fix will become visible to users in 1-2 weeks. More details in this ticket.
