Your primary goal of editing here seems to be moving images to commons and requesting deletion of the local copies - why? There is no harm in leaving the images here, where they are used.

I export local files to Commons, so anyone can use them on any wiki owned by the WMF (and can even hotlink them for outside-WMF projects) as opposed to just locally.
But why do they need to be deleted? Commons has different policies, and its better to have the image in 2 places then none at all
The local copies are already redundant.
Maybe, but if the commons files are moved or deleted, its better to have an extra copy here and than to not have the files. If you are not here to contribute to the content of the wiki, can I suggest that you find another project to help out with?

If the files are in use when a deletion request is made, then the request will be declined. If the files are unused though, why would they need to be retained?
I haven't seen any of those yet, but again, you shouldn't really be here just to request that files be deleted...
