I think I've actually asked this question before, but I can't recall the answer (nor find it), so apologies if this is redundant.

I'm trying to show https://phabricator.wikimedia.org/H260 to that team's Product Manager, but they can't view it even when logged in. What gives a Phab user the ability to simply view an existing Herald rule? Do they need to be granted membership to a group with permissions? They don't need to edit (they are happy to make requests) they just want to see what already is there.

Only members of the groups Trusted-Contributors, WMF-NDA, Triagers, and Phabricator admins can edit, create Herald rules. And those who are not in one of the above groups can not view Herald rules. Just add them to one of these groups to give them access to Herald. Who is that team's product manager?

That makes sense. They don't need to make Herald rules (and I think users with that access are many fewer than the ones in those groups), just view them in order to make requests now and again. I believe Triagers is the best fit. Thanks!
