https://en.wikipedia.org/wiki/Wikipedia:Comments_in_Local_Time is a gadget at the English Wikipedia. I think I turned it on (years ago) for a couple of weeks, but it turned out to be annoying, because the timestamp on the discussion page stopped matching the timestamp in the page history.
