I think the problem is the size of the page, I recreated the page by translating only a couple of paragraphs and allowed me to publish.

Malalai Joya and Gamergate controversy. But Constitution of Afghanistan, on the other hand, I was able to publish it as a draft without great difficulty. I don't know what the difference is.

Need any more details?
