The feature has been deployed as of this month (November actually!)
Recently an issue has been brought to our attention. This feature may show the download button in mobile browsers that do not support the feature. The team is currently investigating. Feedback is welcome here or in the Phabricator ticket regarding this issue. I'm leaving a note here in case folks discover this bug over the new year break and are seeking information.
