I wondered about that when I saw the popup of fr:Liste des présidents de la République française. Actually I would prefer no picture than the current one which is commons:File:FR Presidents Age fr.svg which happen to be at quite at the end of the article.
If someone could point to the relevant code I would also be happy
Thank you for reporting this. You're right, we don't always end up with images that are particularly informative. Currently we query page images to retrieve an image of appropriate size and resolution. We want to create a property where the main image which appears in hovercards, mobile search etc is an image which is deliberately selected or tagged.
