load.php with a query string that includes * is giving 403 Forbidden. Without the *, it seems to work. This is probably caused by something on your hosts' server, but it may help to file a bug so that * isn't used in URLs.
So what should I do to fix?
I don't know. I've filed a bug for this, though.
You might try contacting your web host to see if they're blocking these and see if they can fix it.
It would be useful to know if your webserver gave some sort of error when loading such urls. Does anything appear in your apache error.log if you have access?
I can not access my server, via ticket if you want to require the error.log file? But it will be about 3 days. I await your response about.
Following up from the bug, I think you can comment out the following two lines in includes/WebRequest.php:
$newUrl = IEUrlExtension::fixUrlForIE6( $this->getFullRequestURL(), $extWhitelist );
