Deployment of MediaWiki 1.28.0-wmf.22 to Wikimedia sites

The latest version (labeled "1.28.0-wmf.22") of MediaWiki, the software that powers Wikipedia and its sister sites, is being deployed to all Wikimedia sites in stages, starting on Tuesday, 11 October 2016 (see the roadmap).
