How do I turn off the reply tools? Turning off the reply tool in my preferences is not actually turning off the reply tool for me (turning off discussion tools in the preferences works fine for me tho).

It looks like you were testing it by manually loading it in common.js, which uses a cookie to save that setting. You can clear that cookie as explained here: Topic:W5dip3pxqfudyutx. We're also working on migrating the cookie hack to normal preferences (T277783), so you might also wait a few days until we resolve that issue and change your preferences then.
Thank you, @Matma Rex! I waited a few days and I'm not sure if the cookie expired or the phab ticket patch was deployed, but either way, it turned off (without my manually clearing the cookie). Thanks again!
