Why can I not create a page for myself as a independent artist?

Because this isn't Wikipedia, and looking at your logs it won't be accepted on Wikipedia either
I think i just created a draft on Wikipedia. I have an article with Philly Weekly, maybe that may help?
Generally, creating articles about yourself is frowned upon.
If I were you, I would look up Wikipedians in the Philly area who know about the article in Philly Weekly and ask them if they can help you.
How would i go about find them?
I bet some people in the NYC group or Wikimedia DC would know them.
