Where??? I came to these page from Release notes following the link to 1.25, so I thought I **was** reading the full release notes.
Whenever you say "See xxxx" you should always include a link.
Apparently I can't even edit my own comment and fix my typo:

Full release notes are kept in the git repository and also packaged in the tarball releases. For MediaWiki 1.25, the release notes are available at https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/core/+/REL1_25/RELEASE-NOTES-1.25
