Instructions have been completely updated and tested, this no longer applies.

When I tried heroku login I got this message:

Login is currently incompatible with git bash/Cygwin/MinGW

Googled it and tried

winpty heroku login

Worked for me. I hope it works for you too, if you have the same problem.
