Steps to reproduce

1. Go to https://en.wikipedia.org/w/index.php?title=Mike_Pence&type=revision&diff=739463819&oldid=739448261&visualdiff&diffmode=visual
2. Scroll down to reference area

Expected

Only show two references being removed

Actual

More than 30 references are being shown as added / changed.

I have seen the same issue while reviewing the changes with the VisualWikiText editor. Even though I didn't touch any of the references while editing, the "Visual" diff shows that I removed and added about 34 references!
