The main page asserts that "The TCG establishes best practices for inviting community involvement in the product development and deployment cycle." So it's important to get them right. Let me quote

The Wikimedia Foundation designs and develops software as part of its mission to provide the essential infrastructure and an organizational framework for the wiki projects. This development must be collaborative and receptive to feedback throughout the life cycle of a product.

Foundation Product teams should share information with the communities about software features considered, as early as possible in the project timeline. The communication of proposals can include goals, plans, early designs and other methods of communication.

I suggest expanding the first statement to

The Wikimedia Foundation works with the wider communities to design and develop software as part of its mission ...

and the second to

Foundation Product teams should collaborate and share information with the communities about software features considered

It may be that these additions were thought to be implicit in the original wording, in which case there can be little harm in making them explicit. It may also be that they are not what was intended, in which case, my response is that they should be.
