Task phab:T144625 calls for "broader review by product and community" and for other methods to do so apart from email. I thought it might help to start a thread for suggestions as to how to engage with the community.

  • Here, obviously
  • meta:Community Tech
  • Various village pumps (technical), especially English and German Wikipedia and Commons
  • Chapter and affiliated organisations sites
  • Presentation at conferences and on their web sites such as WikiConference North America

It might help to publish the stakeholder analysis. Where would you expect the engagement to take place? Here, another page on mediawiki.org or at Meta?

Essentially all or most of those places, yes. Not sure about the chapter suggestion, but I'm already planning on the mailing lists, village pumps, meta, and discussing the TCG at Wikiconference North America in a month. Feedback will be taking place here on this mw.org talk page. This will be starting next month.

@AKlapper (WMF) @Birgit Müller (WMDE) if you have a chance to spread the word about the Technical Collaboration Guideline at the German WikiCon this weekend, please do, no matter how informally.

Beyond this opportunistic chance, it would be good to discuss how WMDE can get involved in this review, as a stakeholder (you have your own developer teams who are involved in technical collaboration with the communities too) and also as a channel to reach effectively to the German-speaking communities (tech-savvy and very active in tech discussions, frequently with own expectations and priorities).
