Topic on Project:Support desk

I've just created a new site, A Marvelous Work, using HostGator-->QuickInstall-->MediaWiki. It doesn't allow for new users to register. I would like for people to come to the page and edit with or without registering. Right now, they're not allowed to do anything. I don't know what to do. Reading around it seems like there were things I should do in the LocalSettings.php file, but I don't know how to access that. I was taken directly from HostGator to my site when I set up MediaWiki through quickinstall. So do I need to download localsettings.php, edit it, and upload? If so, how? Thanks.
