I suppose that this is one of legal announcements, so the wordling should be authorized with MediaWiki development team. On the other hand, English message is lacking in quick recognition for almost Japanese readers. To solve this situation, I described original English ahead and then placed my private (unofficial) Japanese translation with a private translation notice preample.
