Requesting to be an Account Creator on MediaWiki.org

Due to the fact that I am the technical trainer in the African Wikimedian Developer program, I will be in touch with many interested developers that don't yet have accounts and with an experience I faced at Impact Hub, Accra, Ghana whose network had a static IP address and limited the number of users to create accounts on a particular wiki domain name (e.g. wikitech.wikimedia.org), it was a bit frustrating and slowed us down a little by finding other networks to connect to. I wish to have account creation rights on both MediaWiki.org so if we face such a situation, I can help. Is it also possible I have "account creator" rights on Wikitech domain?
