Set to true to enable the Special:Mute page.
This allows users to mute unwanted communications from other users, and is linked to from emails originating from Special:Email.
Since MediaWiki 1.46.0 this variable has been removed and the Special:Mute special page is always enabled. Whether it is usable or not depends on whether emailing features are enabled on the wiki.
