Is there, or will there be, a connection between this style guide and User interface guidelines?

Yes. That page is probably outdated, and should be folded into this, during implementation.

When are styles like these actually going to be used?

I notice that the edit form buttons don't actually look like this at the moment, and that the input boxes don't look like those shown in the guide... How much longer until these are actually the standard styles?

We had a meeting about this very thing today, and it looks like we'll be having a formalized discussion period, after which time we'll start implementing it. There's already an extension that starts work on it but simply getting the styles implemented is only half the battle - there's also backporting all the existing code. So it'll be a while.
