Imported wikihelp

1. Create a maintenance/importHelp.php script which would import help dump into the database
2. Create a framework to create help dumps
3. Develop a format of multilingual help dumps that may contain images, templates, etc.
4. Add help support to installer

1. Create help: interwiki prefix (shouldn't be in database)
2. Create framework to create help HTML dumps
3. Create phase3/help
