Proposal

• Topics exist as totally independent pages.
  • Thus, real talk pages are no longer needed, though existing ones can be kept as archives.
• Each topic can have 0 or more tags.
  • Tags can be pages, single users, categories, WikiProjects, other topics(!), lists of users, etc.
  • Tagging a user triggers a notification (bugzilla:20541 yet to be solved).
  • Tags regarding user pages and tags regarding users could be different things.
• A new special page ('NewTopic', 'Talk', 'Discuss') could be used to create new topics.
  • Some fields like 'subject' and 'tags' could be preloaded from the querystring.
