Falling through the cracks

In the Goals section, I'd like to see some text about the "cracks" between our various teams. For example, the OCG/PDF renderer for a long time was not specifically owned, and there are still questions about who "owns"/is responsible for considering the needs of the wikisource/wikibooks/etc projects, third-party "enterprise" users, folks running wikis on shared hosts, etc. Hopefully this group could address these, at least by including support (or explicit non-support) for some of these orphans among its goals.

Here's a proposed penultimate paragraph for the "Goals" section, to be inserted before "It is clear that we have a gap in our processes..".

"In addition, there are needs or users which are not fully represented by either Technology or Audiences or which relate to broader mission objectives, such as expanding the volunteer community or encouraging third-party use of our tools. Even some of our existing products are not fully supported by a team. Solutions proposed by Technology or Audiences can find themselves at odds with underrepresented projects or objectives, which can undermine consensus without an effective means to address the conflict."

I agree that we have some users that we don't fully serve… 3rd party API consumers come to mind.

I added it in as you wrote… feel free to change anything else around to make it fit better
