Rationale does not have a rationale in it. Presumably the rationale is "We believe a modern discussion system will help attract/retain new/active contributors." (Which may be true, but my guess is not. A wiki's contributions must plateau as it approaches 'completeness', the reading standard required rises beyond the average of the readers, and the project morphs into a current events repository.)
