"As a user, I want to know if know if a new feature has been released, so I am not surprised by this new change and can learn more about it."
If the feature "has been released", then it's too late to prevent surprise. This should be re-written as "As a user, I want to know if know if a new feature will be released in the near future, so I will not be surprised by this change when it happens next week (or next month) and can learn more about it well before it is deployed."
