Allow blocked users to edit own talk pages[edit]

This is RfC to see if there is community consensus in having the setting (wgBlockAllowsUTEdit) changed to true, as to allow blocked users to have the ability to edit their talk pages, This would be handy for when users want to appeal their blocks.
