I see UploadBlacklist does not contain any licensing mentions neither on this page nor in any file in the repo. I've filed https://phabricator.wikimedia.org/T211484 to clarify this. Thanks.

Would this be considered a spam management extension, or is there some other purpose in mind?

I'm guessing it would be handy to block the uploading of restrictively copyrighted material that user frequently mistake as being something helpful to upload.
