Stand Alone make ogg interface on firefogg.org

The Firefogg Extension enables client side encoding of videos to the ogg theora format. It additionally supports a chunk upload system for arbitrary large files to upload more reliably over POST.

You can enable firefogg uploading on commons by enabling the mwEmbed gadget
