What I'm missing is a task analysis of the tasks a New Page triager (triagist?) is supposed to perform. Without such an analysis, it is hard to see how well a proposed design of the tool will support this.
The page en:Wikipedia:New pages patrol gives checklists for various namespaces. If NPPers are generally supposed to follow these checklists, they should perhaps be reflected (in a non-obtrusive way) in the interface, something that may in particular be helpful for new users.
