Completion of work started during my GSoC.

TODO

1. Modify existing template to use new assessment markers
2. Add UI for AssessmentLog
3. Modify DB schema to support pagination
4. Figure out proper way to do selections
5. Add pagination for all SpecialPages
   1. Add pagination for AsessmentsLog
   2. Add pagination for FilterRatings
   3. Add pagination for Selection
6. Setup real test data in a labs instance
7. Write consumers for the selection data provided, that create zim files for Kiwix/offline distribution.

Notes

1. Add new assessment markers in WPBannerMeta/core, initial td, inside that jungle of IFs.
