Using API:Import successfully is tied up in having the proper user permissions on a given wiki. Some wikis give away import permissions like candy, while others are tight-fisted, there's the problem of other users on the same wiki editing or deleting test pages, and understanding how to set up an account to use the API involves some ramp up familiarizing oneself with bot passwords...all of these issues made the sample code much more difficult to test, so although the draft is in a near-complete state, it has not been pushed to the main namespace.
