Random thoughts on how to implement global templates

  • have a ForeignTemplateRepo system just like we have for files
  • probably needs implementing in core, lots of places need special casing
  • need to figure something out for Scribunto
  • If we're doing this, we might as well enable this for all namespaces so you could natively mirror a namespace for Help: pages
