Rethinking the order and the contents of the navigation sidebar to prioritize links needed by readers, casual and new users to

1. find help with any issues they experience,
2. find the right forums / boards to get in contact with editors,
3. find the actualities,
4. navigate the content: find articles, projects,
5. learn about editing: find manuals, guides, policies.

The numbers represent the order on Vector's sidebar on English wikipedia. "A.*" indexes are new to the proposed Article tools menu.
