Is the exclusivity bar too high?

I just wanted to translate a spanish article to english (without the infobox, because I don't known how to use them, the rest 95% of the article is correct), but faced a gatekeeping policy.

@Bruhmasanguine Hello, the Content Translate tool currently suspended for newer editors on the English Wikipedia. You can still save the translation as a draft and submit it via Articles for creation process. Thanks for your understanding.
