A colleague was unable to edit this, and asked me to add them to Trusted-Contributors so they could. I did, and that resolved their issue, but I can't find why. I am unable to see if this task's Editable By field is limited to members of Trusted-Contributors, but I assume that is why. Can anyone confirm?

Possibly this is something to do with the Spike task type? I can't find the Phab config settings for the task types to double-check.
Form 60 (for editing Spike tasks) has a Can Edit Policy: Task authors, subscribers, members of Trusted-Contributors and WMF-NDA, admins. I do not know why it was created like that, maybe @MModell (WMF) knows more.
If I understand the Default Edit Policy on phab:applications/view/PhabricatorManiphestApplication correctly, editing is limited to Trusted-Contributors in case of all tasks, not only those that have Spike subtype.
The default edit policy is overridden by the form settings.
I changed the defaults for that form to all users.
