Hi, I don't know what "Wikipedia Community portal proposals" are - could you please provide a link? If you refer to configuration changes to Wikimedia websites, please see https://meta.wikimedia.org/wiki/Requesting_wiki_configuration_changes (but not sure that is what you're asking for). I don't know what you mean by "approval flow"; what exactly needs approval and why? Could you be a bit more specific, maybe? :) Thanks a lot!

What is a "feature request" specifically? There is How_to_report_a_bug which ocvers feature requests.
