Deprecation of Hooks

The policy states ''"Deprecation of hooks MUST be mentioned in docs/hooks.txt."'' which is obsolete now. It should be replaced by ''"Deprecation of hooks MUST be declared in the DeprecatedHooks class."''

Sure - +1 from me. Does this need an official discussion on phab or should we just leave this open for a few days before making that change?
