Point one I don't understand. What is wrong?

Point two is under discussion. In Czech diacritics, these quotation marks are used as spelling correctly. The question is whether to write according to the rules of Czech orthography. Please advise. 1. extra whitespaces are desirable in Czech language when not inside a word or between single words. I know MedaWiki is not familiar with proper orthography of spaces in their page titles, but for translation it can be with spaces.

2. It's not wikisyntax or programming code, so Czech quotation marks should be there.

I fixed all issues I found in all links in this topic.
