I want to translate a article from Chinese to English, but it can’t translate, it is still Chinese words.

The content translation tool is only a platform to assist translations. It's rather like the VisualEditor, but in translating than editing. Its the translator's (your) job to do the actual translating.

No, english wikipedia prohibits Contents Translation Function (CX2) as for non-English article —> English, only English —> non-English language: you have to manually put any non-English language wikipedia article into English. Sorry, but its the rule.
In English wikipedia we cannot use machine translation in the content translation tool. So we must use machine traslation out of the content translation tool and paste the translated text into the content translation tool. --HaussmannSaintLazare (talk) 17:14, 20 April 2020 (UTC)
There is a reason machine translation is disabled when translating into English.

Although the restriction isn't imposed on every language, the problems listed in the page applies to all, so please keep that in mind.
