None of the links mention what tools are there, or what they do.

Which links? To what don't mention what? This is meaningless.
Here's what I would expect:
1. User visits https://www.mediawiki.org/wiki/Extension:DiscussionTools
2. User finds a link called "Learn more about the DiscussionTools".
3. User clicks it and sees a page that says "Welcome to the DiscussionTools home page.
The first tool is called aaaaaa, and it does bbbbbbb, etc. etc.
The second tool is called ccccc, and it does dddddd, etc. etc. etc."
Current it says:
"The Discussion Tools extension is a forthcoming set of tools to enhance discussion pages."
I suppose it could say more.
