Banner display disturbs anchor alignment

Hi all. When I open page Manual:Extensions/fr a banner Wiki loves Africa is currently displayed a the top of the page.
When I open Manual:Skin_configuration/fr and click on link enabling an extension of section 2.Enabling skins I jump to the anchor but after some seconds, the page shifts down and aligns upper, on section 3. title instead of staying on section 4.
I decide now to close the banner clicking on the right upper corner cross of Wiki loves Africa of page Manual:Extensions/fr and redo the test from Manual:Skin_configuration/fr towards Manual:Extensions/fr#Installing_an_extension. Now anchor is correctly displayed when banner Wiki loves Africa no longer appear. Anchor declaration is correct in the source. This leads me to say that banner display disturbs anchor alignment.

This kind of problem with CentralNotice banners are known: phab:T109634. I wonder if a task with just the scroll issue when following an anchor can be useful... Maybe it could be, if the script cancels the display of the banner if the user has scrolled down the page already.
