Is deletion of comments permanent?

Is it possible to view a deleted comment? Are those really deleted in database?
Is it possible to restore them?

A example for a comment that should be recovered is phab:T195740#4248545 (as various people commented on it)

@GZWDer Spammers' comments will be removed and there is no reason to recover or restore them. In the case described above, at least for Phab admins there is no user interface to restore them, no.

No, I mean is it able to find the content of phab:T195740#4248545 - various users comments on it.

Such comments are still in the SQL database but marked as "deleted", hence not visible in the UI.
